Data on Animal Testing

Data on Animal Testing is one of the essential elements when building up the Product Information File of a Cosmetic product.

Animal testing has been prohibited under an overall Testing and Marketing ban on finished products and their respective ingredients tested on animals since March 2009.

Application dates:

  ✓   Between 2009 to 2013: For finished cosmetic products & cosmetics with ingredients / combination of ingredients tested on animals after alternative methods have been validated and adopted.
  ✓   After March 2009: Marketing ban, except for repeated-dose toxicity, reproductive toxicity and toxic-kinetics.

  ✓   March 2013: Total marketing ban

As such, Data on animal tests must include the following but not limited to the manufacturer, his agents or suppliers all along the supply chain, relating to development or safety evaluation of the product or its ingredients, including any animal testing performed outside of the European territory.

Alternative methods to Animal Testing can be obtained through:

  ✓   Regulation (EC) No 440/2008 laying down test methods pursuant to the REACh Regulation (EC) No 1907/2006.
  ✓   In vitro: skin irritation/corrosion, phototoxicity, skin absorption, mutagenicity
  ✓   Other existing alternatives soon to be validated at Community level, or approved as being scientifically validated by the ECVAM.
